IMPERIAL BEACH, Calif. — For decades, the beaches of Imperial Beach have been ground zero for a severe ecological problem that locals can smell before they see. Located just 15 miles south of downtown San Diego, this small coastal community has witnessed an unrelenting assault of raw sewage, industrial waste and debris that the Tijuana River delivers to its doorstep after every significant rainfall.

Pollution has transformed what should be a quintessential Southern California beach town into a sad testament to cross-border neglect. “Beach Closed” signs have become semi-permanent fixtures rather than rare warnings. Local businesses that depend on coastal tourism and outdoor recreation struggle to stay afloat, while the Tijuana River Valley’s fragile ecosystem suffers from repeated toxic flooding that devastates wetlands, estuaries and wildlife habitats on both sides of the border.
